Belarus transports and logistics – briefly explained

For customs clearance in Belarus, a commercial invoice, a packing list, transport documents and the correct customs tariff number are typically required. Additional details on the goods value, the goods origin and the importer or exporter must also be provided. Depending on the type of goods, permits, conformity or origin certificates may be required. 

In import customs clearance from Belarus, the goods are declared at German customs as a third-country import. Customs examines the paperwork, the customs value, the customs tariff number and the goods origin. Customs duties and import VAT are then assessed, and after payment the goods are released for free circulation. 

For exports to Belarus, a commercial invoice, a packing list, the electronic export declaration and transport documents are required. Depending on the goods, additional proofs of origin, certificates or export permits may be required. Complete and correct documents are a prerequisite for smooth export. 

On imports from Belarus, customs duties, import VAT and possibly further charges may apply. The calculation is based on the customs value, which consists of the goods value plus transport and incidental costs up to the EU border. The amount of duties depends on the customs tariff number.
