Hungary: new industrial plants are changing the requirements for freight transport

Hungary is investing in new production sites. Wherever factory buildings go up, machines have to be delivered, plants erected and technical systems installed. For German mechanical engineering companies, plant suppliers and freight forwarders, this creates transport tasks that go far beyond an ordinary pallet delivery.

Debrecen in eastern Hungary is particularly interesting. There, battery manufacturer CATL began trial operation of its new battery cell production on 22 September 2026. Before that, production equipment had to be installed, tested and made ready for operation.

Why new factories need special transports

With an ordinary delivery of goods, it is often a matter of specifying how many pallets are transported, when the goods are ready and where they are unloaded. With an industrial project, the situation can be considerably more complicated.

A production line consists, for example, of several machines, control cabinets, conveyor systems, pipework and control units. These components may come from different manufacturers and arrive at different times.

For transport organisation, this results in three different phases:

Project phase Typical goods transported Logistical challenge
Construction Machines, steel structures, technical equipment Large dimensions, heavy weights, site access
Installation Control cabinets, pumps, pipes, accessories Completeness and correct delivery sequence
Commissioning Spare parts, measuring instruments, tools Short-notice availability and safe handover

An important difference from ongoing series production: in new factories, access routes, storage areas and assembly areas change during the construction and installation phase.

Transport and project planning must therefore be coordinated with each other.

Hungary’s industrial regions: where machines and plants are delivered

Hungary has several industrial centres with different requirements for freight transport.

Debrecen: an important location for new production capacity, particularly in battery technology and electromobility. In addition to machine deliveries, technical equipment, plant assembly and industrial infrastructure also play a role.

Győr: an established industrial location with vehicle manufacturing, drive technology and numerous suppliers. Transports of manufacturing equipment, metalworking components and technical components are carried out here.

Kecskemét: a location for vehicle production and industrial supply. Tools, production machines and technical operating equipment are also among the goods that may be transported.

Miskolc and north-eastern Hungary: relevant for metalworking, mechanical engineering and other areas of industrial production.

Budapest and surroundings: a major economic and logistics area with warehouse sites, distribution centres and technical service providers.

For a shipper, the city alone is not decisive. Especially with large machines, it must be clear before the order is placed which access route can actually be used.

A machine fits on the truck – but will it also get through the factory gate?

This question is easily underestimated during transport preparation.
A machine can stand on a suitable trailer without any problem and yet be impossible to unload at the destination.

There are various reasons for this:
  • The access road is too narrow for the vehicle.
  • The ground cannot bear the planned axle load.
  • A crane cannot be set up at the intended location.
  • The machine has to be moved through a hall opening.
  • The unloading point is blocked by other construction work.
For industrial plants, not only the transport dimensions but also the local unloading conditions should therefore be known.

Practical tip: for heavy or bulky machines, shippers should provide a technical sketch, photos of the unloading point and information on the available lifting equipment as early as possible. Such preparation can prevent a costly second approach.

Which vehicles are suitable for machine deliveries to Hungary?

Not every industrial machine needs a heavy transport. The choice of vehicle depends on the dimensions, the weight and the loading method.

Vehicle concept Typical use
Standard curtain-sided semi-trailer Packed machines and plant components within the permissible dimensions
Mega trailer Certain tall loading units within the technically and legally permissible limits
Open trailer Machines that have to be loaded from above by crane
Low-loader Large or heavy machines with special transport dimensions
Special vehicle Exceptionally heavy, wide or long equipment

For sensitive equipment, suitable packaging, load securing and, where necessary, protection against the weather are also required.
The final choice of vehicle should be made on the basis of a technical data sheet.

Heavy and oversized transports: when is a permit required?

If a machine on the planned vehicle exceeds the permissible dimensions or the permissible weight, a transport requiring a permit may be necessary.

In Hungary, the route permit procedure for oversized or overweight vehicles is relevant here, among other things. Depending on the transport, special route conditions, warning markings, escort measures and other conditions may be prescribed. The Hungarian road administration Magyar Közút provides information on the requirements and on electronic applications via the ÚVR E-Office.

For the shipper, this means:
  1. The transport dimensions must be complete and correct.
  2. The route must not be determined solely by an ordinary navigation system.
  3. Required permits must be available before the journey starts.
  4. The permitted driving times and any escort conditions must be taken into account in scheduling.
  5. A careful permit check is particularly important when several countries are crossed.

A current industrial example: CATL is expanding its production in Debrecen

A concrete example of the development of industrial production capacity in Hungary is the plant of battery manufacturer CATL in Debrecen.

In 2022, the company announced the construction of its second European battery factory. The project is designed for a long-term planned production capacity of up to 100 GWh. In May 2026, CATL began assembling further battery modules in a newly constructed building. On 22 September 2026, trial operation of the first two lines of the new battery cell production began. According to the company, the production equipment had already been installed and the necessary permits for trial operation had been granted.

The scale of the project shows how many different technical trades come together in an industrial investment.

What does this mean for machine and plant engineering?

Before a production plant can go into operation, its individual components must arrive on site.
These can include, for example:
  • production and processing machines
  • conveying and handling systems
  • electrical control cabinets
  • pumps and supply technology
  • measuring and testing equipment
  • spare parts and assembly tools
Not all components can be transported together. Some need a standard truck, others a special loading area or unloading by crane.

Example of a machine delivery from Germany

The following scenario serves to explain a possible transport process. It is neither a documented CATL order nor a claimed customer reference of MARTIN.
A German plant manufacturer from North Rhine-Westphalia is to deliver a packaging machine for an industrial project in the Debrecen area.

Example shipment data

Characteristic Details
Place of loading North Rhine-Westphalia
Destination Debrecen industrial area
Goods Industrial packaging machine
Transport weight 8,400 kg
Packed dimensions 6.20 × 2.40 × 2.65 m
Loading Crane
Unloading Crane at destination

In terms of its stated external dimensions, the machine is not automatically outside the usual transport limits. Nevertheless, it must be checked whether a suitable vehicle is available and the load can be transported safely.

Step 1: check the technical documents: the machine manufacturer provides the transport drawing, the centre of gravity, the lifting points and information on load securing.

Step 2: choose the vehicle: the freight forwarder checks which trailer can take the machine and whether the planned loading is technically possible.

Step 3: confirm unloading: the consignee must ensure that suitable lifting equipment and sufficient space are available on the delivery day.

Step 4: agree the delivery date: the machine is not simply sent to a general company address. The arrival must be coordinated with the person responsible for assembly or the project.

Step 5: document the handover:
after unloading, acceptance is documented in accordance with the agreed procedures. Visible damage or deviations should be documented immediately.

The practical lesson: even if no special transport permit is required, a machine delivery can require considerably more preparation than an ordinary pallet shipment.

What happens if a production line is delivered in several shipments?

A complete production line can consist of numerous individual components.
In such cases, the order of deliveries is decisive.

Suppose a plant manufacturer delivers a conveyor system in four parts:
  1. Substructure
  2. Conveyor modules
  3. Control cabinet
  4. Protective covers and accessories

If the covers arrive first but the substructure is still missing, the assembly team may not be able to work as planned.

A joint delivery schedule with the following information is therefore recommended:

Information Purpose
Project number Clear allocation of all shipments
Machine or assembly number Identification of the components
Delivery sequence Coordination with the assembly process
Planned delivery day Coordination of staff and lifting equipment
Unloading area Correct allocation on site
Responsible contact person Quick clarification in the event of deviations

Such an overview does not have to be complicated. Even a carefully maintained table can help to avoid unnecessary waiting times.

Transport routes from Germany to Hungary

Depending on the place of departure, different road connections are used for machine deliveries to Hungary.

Via Austria

From southern and western Germany, the route via Austria is often the most obvious connection. It leads, for example, via Passau or Salzburg on to Vienna and then to western Hungary or Budapest.

Via the Czech Republic and Slovakia

For transports from northern and eastern Germany, the route via the Czech Republic and Slovakia can be suitable. Depending on the place of loading, it offers connections to Bratislava, Győr and Budapest.

On to Debrecen

For deliveries to eastern Hungary, the onward journey often runs along the main Hungarian traffic arteries around Budapest and towards Debrecen. For ordinary truck transports, the route is chosen on the basis of distance, driving time and costs.

For a heavy transport requiring a permit, further criteria are added, in particular bridges, road widths, curve radii and approved routes.

New rules for heavy trucks in Hungary since 2026

For companies transporting machines and industrial goods to Hungary, national road traffic rules are also relevant. Since 1 January 2026, amended rules have applied in Hungary to certain heavy goods vehicles. Among other things, they concern international transit traffic over 20 tonnes and the use of
designated transit routes.

The distinction is important between a transit transport through Hungary and a delivery with an actual destination in Hungary. The relevant route and traffic rules must be checked on the basis of the specific transport.

In addition, the electronic HU-GO system applies to heavy goods vehicles subject to tolls. Since 1 May 2026, route tickets in the HU-GO system have been valid for 300 minutes instead of the previous 120 minutes.

For transport planning, it is therefore advisable to check toll procedures, vehicle classification and, where applicable, the permitted route before the journey starts.

EKAER for machine deliveries: not every shipment has to be reported

With EKAER, Hungary has an electronic control system for certain movements of goods by road. It should not be concluded across the board that every machine delivery needs an EKAER number.

The reporting obligation depends on the relevant categories of goods, the transport operation and the legal requirements.

Shippers should therefore clarify with the Hungarian consignee:
  • Which commodity code does the machine fall under?
  • Is the specific transport subject to reporting?
  • Who is obliged to report?
  • Which vehicle and shipment data are required?
  • Do changes during the transport have to be reported?
The check should be carried out in accordance with the Hungarian regulations applicable at the time.

For ordinary intra-Community deliveries of Union goods, on the other hand, no import customs clearance is generally required, as Germany and Hungary belong to the EU customs territory.

Transport insurance: why the value of the goods is particularly important for machines

An industrial machine can have a high value even though it weighs only a few tonnes. This is decisive for insuring the transport.

A carrier’s statutory or contractual liability is not automatically the same as insurance for the full value of the goods.

For international road transports under the CMR Convention, liability for loss is generally limited to 8.33 special drawing rights per kilogram of gross weight short, unless special circumstances or different arrangements apply.

A machine worth, for example, 180,000 euros can therefore not automatically be compensated in full through normal carrier liability in the event of an insured loss.
Before the transport, shippers should clarify whether separate cargo insurance is required.

Especially for sensitive machines, the packaging conditions, responsibility for loading and possible exclusions should also be checked.

Checklist: the information a freight forwarder needs for a machine delivery

For a reliable transport calculation, the following information should be available:

Information required Why it matters
Exact loading address Vehicle scheduling and approach
Exact unloading address Route planning and access check
Description of the goods Technical classification
Transport dimensions Choice of loading area
Gross weight Payload and axle load planning
Centre of gravity and lifting points Safe loading and load securing
Type of packaging Protection and fastening of the machine
Loading and unloading equipment Organisation of crane or forklift
Readiness for loading Realistic scheduling
Value of the goods Checking transport insurance
Special requirements Permits, escort or protective measures

The more complete this information is, the more precisely the right transport concept can be calculated.

FAQ: frequently asked questions about machine and project transports to Hungary

First, the weight, transport dimensions, centre of gravity and loading method must be known. A suitable vehicle is then chosen. Depending on size and weight, a standard truck may be sufficient or a special vehicle may be required. In addition, load securing, unloading conditions and, where applicable, transport permits must be checked.
A permit may be required if the vehicle including its load exceeds the permissible dimensions or the permissible weight. The check must be carried out for all countries passed through. In Hungary, the competent permit authorities and the requirements of the road administration must be observed.
Yes, provided the weight, dimensions and loading method are suitable and the legal limits are observed. Adequate load securing must be ensured. For tall, heavy machines or machines that can only be lifted from above by crane, a different vehicle may be required.
Important are the complete transport dimensions, the gross weight, the loading and unloading address, the desired date and the type of packaging. For larger machines, the centre of gravity, lifting points, technical drawings and information on the lifting equipment required should also be provided.
For an ordinary intra-Community delivery of Union goods, no import customs clearance is generally required. Germany and Hungary belong to the EU customs territory. Other requirements may apply to non-Union goods, special customs procedures or certain categories of goods.
Depending on the place of loading and the destination, an ordinary direct truck transport can often be carried out within 1 to 3 working days. For large or heavy machines, permits, route conditions, special loading procedures and the coordination of dates may require additional lead time.
A joint delivery schedule makes sense, recording all machines and assemblies with project number, delivery sequence, dimensions and delivery date. In addition, unloading staff, lifting equipment and storage areas should be coordinated. This allows deliveries to be adapted to the actual progress of assembly.
For high-value machines, separate cargo insurance can be worthwhile, as carrier liability often does not cover the full value of the goods. The need for insurance depends, among other things, on the value of the goods, the agreed transport conditions and the risks insured. Cover should be clarified before the machine is collected.
