Ukraine and Uzbekistan abolish permit requirement for truck transports
Ukraine and Uzbekistan have agreed on an important step towards simplifying international road freight transport between the two countries. On 30 September 2026, the Ukrainian Minister for Restoration, Infrastructure and Transport, Mykola Kalashnyk, and the Uzbek Minister of Transport, Ilkhom Makhkamov, signed a protocol on the liberalisation of freight transport.
In future, bilateral and transit transport between Ukraine and Uzbekistan can be carried out without the transport permits previously required. This also removes the associated quotas and the additional administrative procedures.
Less bureaucracy for international transports
Until now, road freight transports between Ukraine and Uzbekistan required a permit. To carry out such transports, the necessary permits had to be available and exchanged between the competent authorities of both countries.
With the new regulation, this system is abolished for bilateral and transit transport. For transport companies, this means simpler planning and less dependence on available permit quotas.
Especially for regular transports between Eastern Europe and Central Asia, the liberalisation can make it easier to organise international supply chains.
What it means for transports to Central Asia
The link between Ukraine and Uzbekistan is part of a larger logistics network between Europe, the Caucasus and Central Asia. In recent years, the traditional transport routes in this region have changed considerably. Alternative routes via Turkey, Georgia, Azerbaijan and the Caspian region have therefore gained in importance.
One important point, however: the new agreement does not automatically mean a completely permit-free journey on every possible route between Ukraine and Uzbekistan. Transit countries continue to apply their own bilateral and national regulations. When planning a specific transport, the requirements of all transit states must therefore be taken into account.
Trade between Ukraine and Uzbekistan is growing
The link is also gaining economic importance. According to the Ukrainian Ministry of Infrastructure, trade in goods between the two countries reached around 315 million US dollars in 2025. Compared with 2024, this corresponds to growth of about 14 per cent.
Of this, around 186.5 million US dollars were Ukrainian exports and around 128.5 million US dollars were imports from Uzbekistan.
With Uzbekistan, Ukraine is also expanding its network of liberalised road freight transport. According to the ministry, such agreements now exist with 38 countries, including the member states of the European Union.
